This edition of the Blue Compass – Investment Trends Monitor analyses venture capital activity in the Blue Economy during Q1 2025, highlighting the sectors that showed the greatest growth, the value chains that attracted the most significant amounts of capital, and the technologies that are shaping ocean innovation.
The report shows that Bluetech & Ocean Observation led the way in investment this quarter, raising €683M in Q1 2025. This growth was driven primarily by major funding rounds in autonomous ocean data collection platforms, AI-powered inspection systems, real-time maritime monitoring and technological solutions for offshore operations.
The report also highlights the recovery of the Shipping & Ports sector, which regained momentum following the slowdown in 2024, driven by investment in maritime logistics, real-time tracking, port digitalisation and tools to enhance the efficiency and resilience of supply chains.
This edition takes an in-depth look at the Blue Biotechnology, selected as Sector of the Quarter, analysing its potential in scalable biotechnology solutions for food, health, materials and bio-based innovation, as well as the challenges associated with long development cycles, the need for capital-intensive investment and highly specialised teams.
It also includes expert views, notably Vitor Vasconcelos, Director of CIIMAR, on the challenges facing blue biotechnology, and Ricardo Calado, Coordinating Researcher at the University of Aveiro, on the need for intensive investment, specialised infrastructure and multidisciplinary expertise to develop solutions in this sector.
