This edition of the Blue Compass – Investment Trends Monitor analyses venture capital activity in the Blue Economy during Q4 2024, highlighting the sectors that have gained the most momentum, the value chains that have shown signs of slowing down, and the technologies that are driving the evolution of the ecosystem.

This quarter, the report shows that Environmental Protection & Regeneration led the way in investment, with €132M raised in venture capital rounds — more than three times the quarterly average for 2023–2024. This growth was driven by solutions relating to advanced DNA analysis, environmental monitoring, CO₂ removal and the production of green fuels.

The report also highlights the consolidation of Bluetech & Ocean Observation as a strategic area for investment in 2024, driven by AI- and IoT-based monitoring solutions, dual-use technologies, maritime automation and a growing focus on the security of subsea infrastructure. In contrast, Shipping & Ports, Blue Renewable Energy and Blue Biotechnology showed signs of stabilisation or a slowdown compared with their performance in previous periods.

This edition takes an in-depth look at the Blue Renewable Energy, selected as Sector of the Quarter, analysing the technological, operational and financial challenges associated with the development of offshore renewable energy, including wave energy, floating infrastructure, operational efficiency and the digitalisation of maritime operations.

It also includes expert views, with a particular focus on José Pinheiro, CEO of Ocean Winds, discussing the factors required to scale up offshore renewable energy, including energy policies, regulation, financing, the supply chain and human resources.
