It will be built in a space that, after being rehabilitated, will be returned to the City and to the people of Lisbon, contributing to Lisbon once again approaching the sea, open to the promotion of culture in public space, to public enjoyment and to the community. The project will have three distinct components: Entrepreneurship and blue bioeconomy, innovation and ocean research, and access to water.

It will ensure the conditions to bring together national and international companies and guarantee research, development and innovation capacity in the areas of bioeconomy and biotechnology.

It will also be a pole of attraction for entrepreneurs, researchers and technicians of national and international excellence in the maritime field, startups and existing maritime companies, a key infrastructure for collaboration and multidisciplinary interaction between business and entrepreneurial activities and scientific knowledge.
